For link handling, that’s currently an Edge setting: learn.microsoft.com/en-us/microsoft-edge/progressive-web-apps-chromium/how-to/handle-urls. I think this only handles links from within other apps (like from a chat app). It still allows the user to navigate to the installed app in a browser tab.
